| Building the Southeastern economic zone as the multidisciplinary economic zone, the groundbreaking area of Quang Tri province | |
| (Quang Tri) - The good news for the Party committee and people of Quang Tri Province before the 16th Provincial Party Congress, the term of 2015- 2020 is the event on September 16th, 2015 when the Prime Minister Nguyen Tan Dung signed the Decision No. 42/2015/QĐ-TTg regarding the establishment of the Southeastern economic zone of Quang Tri Province. To obtain this result is the careful preparation of the province during the last term, from survey work, from making proposals to call for the investment partners, especially the efforts of the departments, related sectors in working on this project with Ministries and central agencies.
One of these breakthrough solutions is that the establishment and development of the Southeastern economic zone of Quang Tri Province (EZ). This is a very important project which can generate new strengths promoting the strong development of the province. According to the Decision made by the Prime Minister, the Southeastern economic zone of Quang Tri Province covers 17 communes and towns including Hai An, Hai Ba, Hai Vinh, Hai Que, Hai Khe, Hai Dương (Hai Lang District); Trieu An, Trieu Phuoc, Trieu Van, Trieu Trach, Trieu Lăng, Trieu Sơn (Trieu Phong District); Gio Quang, Gio Mai, Gio Hai, Gio Viet and Cua Viet Town (Gio Linh District), with 23,792 ha of natural area, to the North is Trung Giang commune (Gio Linh district), to the South is Phong Dien district (Thua Thien- Hue province), to the East is East Sea, to the West is the Highway 49C. The Southeastern economic zone of Quang Tri Province includes functional areas; the size and position of each functional area is defined in the general plan for building the Southeastern economic zone of Quang Tri Province approved by the Prime Minister. Thus, the formation and development of the Southeastern economic zone of Quang Tri Province covers a large area consisting of three coastal districts of the province, from Hai Lang to Trieu Phong and Gio Linh, as a basis for the promotion of the potential , the advantage of geographical location of the area to the southeast of the province having both a pervasive developmental effects and linking to the key development areas in the province on the route of the East-West economic Corridor. The Southeastern economic zone of Quang Tri Province has a convenient location for the development, away 100 kilometers from Lao Bao border gate along Highway 9 and Highway 1, away 15 km from Dong Ha city, away 10 km from Quang Tri town, away 50 km from Hue city. This is an area of coastal sand and plains, mostly empty land and sand which are good for the construction of production, land clearance, less expensive leveling and can exploit the other strengths. Surface water resources and groundwater are abundant. Labor human resources in the region is quite large, in which there are 34.420 workers at the labour ages from the total population of about 77,000 people, accounting for 47% of the population, mainly agricultural laborers. The location of this area is favorable for economic development, it is very convenient to connect with the main national and international traffic axis which can facilitate investment and development of technical infrastructure. In the direction of development, the Southeastern economic zone of Quang Tri Province is a general economic zone, is one of the processing centers of agricultural and forest products, producing construction materials, power generation, port services; tourism, trade and services; urban development and other economic sectors associated with East-West Economic Corridor. The Southeastern economic zone of Quang Tri Province has the functional areas such as administration area; urban residential areas and the urban service centers; industrial zones; power center of Quang Tri province; port zone and logistics centers; resorts and coastal recreation; aquaculture sector; coastal protection forests; rural residential area; green parks system; coastal green corridor. According to the plan, in the phase 1 (2016- 2020) some basic items of infrastructure and the development of sectors with the scale of 11.469 ha will be implemented; investing in the construction of the port exits; building My Thuy port; building infrastructure of industrial zones and other functional areas; building Cua Viet tourist resorts according to the planning; upgrading urban centers including Hai Lang and Cua viet towns; building the key infrastructure works. In the phase 2 (after year 2020), transferring the economic structure step by step, continuing to build and invest in infrastructure development of the Southeastern economic zone of Quang Tri Province. It is estimated that the total investment needs for the Southeastern economic zone in the period of 2016-2020 is about 28 trillion VND in which, investment and development of the Southeastern economic zone in the whole period of 2016-2020 is around 13-15 trillion VND focused on investment in building ports, roads, electricity supply, water supply, development of the telecommunications network, land clearance & compensation and other items. The funds of the state budget for the development of the Southeastern economic zone accounted for 20%, off-budget funds accounted for 80%. Quang Tri province has a strategic position with important traffic routes in roads, railways, waterways located on the East - West Economic Corridor (EWEC) in the area of the Greater Mekong Sub-region (GMS) . Compared to the provinces in the whole country Quang Tri is still a poor province with the small economic size, per capita income is low, thus requiring a new motivation to create new growth. The decision on establishment of the Southeastern economic zone of Quang Tri Province made by the Prime Minister will facilitate the mechanisms and policies which are applicable to the economic zone to concentrate resources on building infrastructure investment as well as calling for attracting investment into the economic zone, thereby contributing to structural change, promoting economic growth, creating new motivation for the socio-economic development of the province and Quang Tri province will try to reach the average level of development of the country by the year 2020 as the target proposed by the Provincial Party committee. |
