PCI 2015: Good Sign for Business Environmen

Recently, Vietnam Chamber of Commerce and Industry (VCCI) made public the annual report on provincial competitiveness index (PCI) 2015. The top 4 on the PCI 2015 are Da Nang, Dong Thap, Quang Ninh and Vinh Phuc. Da Nang continues the lead with 68.34 points and has maintained its No. 1 position for the past 3 years. Meanwhile Lai Chau, Ha Giang and Dak Nong are at the bottom of the list.
VCCI launched the PCI rankings with the assistance of the United States Agency for International Development (USAID) in 2005. In 2015, PCI was based on information from 11,700 businesses with 10,200 private businesses operating in 63 provinces and cities and nearly 1,600 FDI enterprises in 14 provinces and cities of Vietnam.
According to PCI 2015, there are good signs for the business environment. Local businesses continue a slight increase in capital investment (10.9 per cent), while capital average increases to VND16.5 billion, double that of 2006. Employment in local businesses is nearly double (12 per cent) compared to the lowest level in 2012. Furthermore, 49 per cent of businesses are expected to expand business activities in the next two years, an increase of 3 per cent compared to 2014 and 16 per cent to 2013.
PCI 2015 also indicates that the awareness and support of the business community for TPP have increased compared to survey in 2014, with awareness rising from 68 per cent to 78 per cent, and support from 62 per cent to 72 per cent. Nonetheless, the awareness of local businesses is lower than that of FDI enterprises.
In his statement, VCCI President Vu Tien Loc noted that the competitiveness is mainly estimated on management capacity and business environment. Therefore, dynamism of local authorities and professionalism of their staff are most decisive factors for development in the years to come. To everyone, PCI is a call for integration. All provinces and cities must step up reform. VCCI will go hand in hand with them, finding the most relevant experiences around the world to share and apply in Vietnam. It is hopeful that PCI 2016 will make a breakthrough. The call for reform will be resounding and renovation will be prevalent in the years to come.
