Lao Bao special economic zone is the one of nine border gate economic zones which is invested and developed in the period of 2016-2020.
The Prime Minister agreed to choose nine border gate economic zones (EZ) gate key to focus on the development and investment from the state budget in the period of 2016-2020.
Nine border gate economic zones include Mong Cai border gate economic zone in Quang Ninh Province; Dong Dang - Lang Son border gate economic zone in Lang Son Province; Lao Cai border gate economic zone in Lao Cai Province; Cao Bang border gate economic zone; Cau Treo international border gate in Ha Tinh Province; Cha Lo border gate economic zone in Quang Binh province; Lao Bao border gate economic zone in Quang Tri province; Moc Bai border gate economic zone in Tay Ninh province and An Giang border gate economic zone.
Prime Minister requests to make allocation of investment capital for the key border gate economic zones on at least equal to 70% of total investment capital supported from the central budget in the annual plan and 5 - year plan from 2016 to 2020 for gate economic zones.
Prime Minister assigned the Ministry of Planning and Investment as the leading agency, in collaboration with the Ministry of Finance to make the layout plan for the central budget funds under the annual plan and 5 - year plan from 2016 to 2020 for the key border gate economic zones, complying with the principles focusing on the selected key border gate economic zones and according to the current regulations in which the urgent work items of each zone are focused to invest to promote efficiency soon and promote the development of this area.
The Ministry of Planning and Investment is the host and the focal point for monitoring the implementation process of investment and development from the state budget in the period of 2016 - 2020 for the selected key border gate economic zones, making report on the proposal to the Prime Minister to handle the problems arising in the implementation process. In the fourth quarter of the year 2020, the summary and review of implementation will be done and then the report to the Prime Minister will be made.
The Prime Minister assigned to the People's Committees of provinces and the central cities to comply with the principles on investment and development of the selected key border-gate economic zones; use of central budget funds which are allocated in accordance with the purpose and the current regulations, ensure the progress of disbursement and work construction.
At the same time proactively allocating the local budgets and mobilizing other lawful capital sources with the central budget to invest and develop the infrastructure of the key border-gate economic zones. Promptly making reports on the difficulties and obstacles in the implementation process, submitting to the Ministry of Planning and Investment for summary, reports submitted to the Prime Minister.
Earlier, the Prime Minister has agreed to select 08 coastal economic groups to focus on the development and investment from the state budget for the period of 2016-2020.
